County-run open-admission shelter serving all of Miami-Dade seven days a week. Has held a save rate above the 90% no-kill benchmark since 2015 while routinely running over capacity. Runs foster, TNR, transport and day-out field trips. A county department, not a charity.
Municipal ShelterAnimal Resource Center of the Inland Empire
📍 Ontario, California
A joint powers authority formed by the cities of Ontario, Montclair and Chino with San Bernardino County, opened July 2025 after the region’s long-standing humane society contracts ended. Operating from a temporary facility while a permanent centre is built for 2027. A public agency, not a charity.

The open-admission shelter for unincorporated Harris County, run by Harris County Public Health’s Veterinary Public Health division and required by law to accept every animal from its service area. Also operates a low-cost wellness clinic. A county department, not a charity.

Founded in 2003 to help Thailand’s street dogs and cats. Runs a large-scale sterilisation and vaccination programme, a veterinary hospital and sanctuary, and campaigns against the dog and cat meat trade across Asia. Registered in Thailand; US 501(c)(3) as Soi Dog Foundation USA, EIN 27-1600444.
